論「何時發戒」，經部問。已下大文第八明近事。文中有五：一明發戒時、二明支具闕、三近事等成三品因、四便明三歸、五明立支所以。此文初也。

The commentary states: "When are the precepts engendered?" the Sautrāntika asks. Below is the eighth major section, clarifying upāsakas. The text has five parts: first, clarifying the time when precepts are engendered; second, clarifying the completeness or deficiency of the factors; third, the causes for upāsakas and so forth becoming three grades; fourth, incidentally clarifying the three refuges; fifth, clarifying the rationale for establishing the factors. This is the first part.
