論「然契經說至現見僧寶」，釋通經也。佛初成道未有僧寶，為商人受三歸法，佛法現歸、僧指當成。《四分律》云「受二歸。若歸一切僧者，爾時亦有七生預流、不還果等，何不說歸指當來僧令歸依耶？」

On the Śāstra's phrase: "However, the sūtras say ... up to ... the presently visible Saṅgha-jewel:" This resolves and harmonizes the sūtra. When the Buddha first attained bodhi, there was not yet a Saṅgha-jewel; when administering the three refuges for the merchants, the Buddha and the Dharma were presently taken as refuge, while the Saṅgha was indicated as to be established in the future. The Dharmaguptaka-vinaya says: "Receiving two refuges. If one takes refuge in the Saṅgha of all [Buddhas], at that time there were also stream-enterers bound for seven rebirths, non-returners, and so forth; why did it not speak of taking refuge [in them], but rather pointed to the future Saṅgha, causing them to take refuge [there]?"
