14.30
論「有慚恥者至得所作名」，答也。以有無表不造惡故，名為不作。表思所作故，故無表戒得所作名。
The treatise says: "One who possesses shame […] obtains the name 'what is done'" is the answer. Because avijñapti prevents the doing of evil, it is called non-doing; but because it is what is made by manifest volition (cetanā), avijñapti precepts obtain the designation 'what is done.'
