論「雖有不名至依著有故」，答也。外道受戒求三有故，不名別解脫也。
The treatise says: "Although they have them, they are not called […] because they rely on and cling to existence" is the answer. Because non-Buddhists receive precepts seeking the three realms of existence, they are not called prātimokṣa.
