「論曰至恒成現在」，釋成現也。「住別解脫補特伽羅」，明成別解脫人也。「未捨已來恒成現世」，明定成現世也。

As for "The treatise states […] constantly possesses the present": this explains possession of the present. "An individual abiding in prātimokṣa" clarifies the person who possesses prātimokṣa. "Until it is relinquished, they constantly possess the present世" clarifies that one definitely possesses the present.
