14.58

論「此別解脫至遍流至後」，釋遍成過去也。住別解脫人未捨已來，初剎那時唯成現在，第二剎那後遍成過去。

As for the treatise stating, "This prātimokṣa […] flows universally to the subsequent": this explains universally possessing the past. For a person abiding in prātimokṣa, until it is relinquished, in the initial moment they only possess the present; after the second moment, they universally possess the past.
