14.92

論「別解脫律儀至由他教得」，釋得別解脫也。從他教者，謂能教者他，非一切，然十眾別人皆是他也。等者，等取自然得戒等也。

As for the treatise stating, "Prātimokṣa-saṃvara […] is obtained through the instruction of another": this explains obtaining prātimokṣa. 'Through the instruction of another' means another who is able to instruct; it is not everyone, yet distinct individuals within the ten kinds of assemblies are all others. 'And so forth' includes obtaining the precepts by self-arising nature, and so forth.
