「論曰至具二形者」，釋不律儀成就處、人。「非北洲」，辨處。「非二形等」，辨人。此善、惡心不增上故，無善、惡戒。

The Śāstra says: "[...] up to: those possessing both sexes." This explains the places and persons possessing non-discipline (asaṃvara). "Except in the northern continent" explains the place. "Except those of both sexes, and so forth" explains the persons. Because their good and evil minds are not predominant, they lack good and evil discipline.
