15.132

論「若生欲天至彼必非有」，釋靜慮律儀，欲、色天有，無色天無。此二天通現行、成就。

The Śāstra says: "If born among desire devas, [...] it definitely does not exist there." This explains that dhyāna-saṃvara exists among desire and form devas, but does not exist in the formless realm. Among these two realms of devas, it applies to both active manifestation and possession.
