15.133

論「無漏律儀至必不現起」，釋無漏律儀。欲、色天中，除梵王及無想天，自餘天皆現起及成。無色天中唯成就，不得現起。聖人不生色界二天，無色界無色故。

The Śāstra says: "Anāsrava-saṃvara [...] definitely does not actively arise." This explains anāsrava-saṃvara. Among the devas of the desire and form realms, excluding Brahmā and the non-conception devas, in all remaining heavens it actively arises and is possessed. In the formless realm it is only possessed, and cannot actively arise. Noble beings are not reborn into those two heavens of the form realm, and the formless realm lacks matter.
