15.16

論「無有不遍至不全息故」，釋定遍有情無不遍也。若一切眾生中，留一有情擬行殺、盜、婬等，戒總不發，以惡意樂不全息故。

On the Śāstra's: "There is none that is not universal... evil intention does not completely cease", this explains that it definitely pervades all sentient beings and is never non-universal. If, among all sentient beings, one sentient being is left out with the intention of killing, stealing, engaging in sexual misconduct, and so on, no discipline arises at all, because the evil intention does not completely cease.
