15.17

論「若人不作至別解脫律儀」，釋全息惡意樂也。若不作五種定限，則惡意樂全息。若作五種定限，隨有一定，則惡意不息。

On the Śāstra's: "If a person does not make... the prātimokṣa-saṃvara", this explains the complete cessation of evil intention. If one does not make the five kinds of fixed limitations, then evil intention completely ceases. If one makes the five kinds of fixed limitations, then so long as any one limitation is present, evil intention does not cease.
