論「異生不退至一切處無遮」，重釋異生不造生，聖不造生、後所以也。

From the treatise's "Ordinary beings who do not regress..." to "...unhindered in all places," this re-explains the reason why ordinary beings do not perform [karma experienced in the next] life, and noble ones do not perform [karma experienced in the next or] subsequent [lives].
