15.36

論「由彼一類至名不律儀者」，此釋名也。有兩釋：一以住不律儀事業故、二成就不律儀故。

The treatise says: "Because that class... is called one who abides in non-restraint."
This explains the name. There are two explanations: first, because they abide in the occupation of non-restraint; second, because they possess non-restraint.
