15.35

論「此中何名至名不律儀者」，簡住不律儀人。謂屠羊等但起盡壽，恒有害心，名住不律儀者；若限以年月起於害心，不名住不律儀者。

The treatise says: "Herein, what is called... is called one who abides in non-restraint."
This distinguishes the person who abides in non-restraint. That is, butchers of sheep and the like, only when they give rise to an intention to harm continuously for the rest of their lives, are called ones who abide in non-restraint; if they limit it by years or months in giving rise to an intention to harm, they are not called ones who abide in non-restraint.
