15.70

論「迦濕彌羅國至謂持犯戒」，述有部計。「非犯一邊罪，一切律儀應遍捨故」，釋所以也。「非犯餘罪有斷尸羅」者，有兩釋：一云邊罪是非邊罪之餘，非犯餘邊罪令非邊罪有斷尸羅。二云餘罪者，是不犯之餘，非犯餘罪令不犯者有斷尸羅。

On the text "The master of Kashmir … called keeping and breaking precepts": this recounts the Vaibhāṣika doctrine. "It is not that committing an offense on one side should cause all restraints to be universally abandoned" explains the reason. "It is not that committing the other offenses causes a severance of morality" has two interpretations: first, that an extreme offense is the "other" with respect to non-extreme offenses, and committing another extreme offense does not cause the non-extreme to have its morality severed; second, that "other offenses" are the "other" with respect to what is unbroken, and committing other offenses does not cause what is unbroken to have its morality severed.
