16.46

論「意惡業道至及輕貪等」，釋意業道。思是其業，非思道故。「輕貪等」者，謂輪王時，及北洲人貪等，非麁顯故，不名業道。

On the text, "The unwholesome mental courses of karma [...] and slight covetousness and the like": This explains the mental courses of karma. Volition is the karma itself, not the course of volition. "Slight covetousness and the like" refers to the covetousness and so forth at the time of a cakravartin and among the people of the Northern Continent; because it is not coarse or prominent, it is not called a course of karma.
