16.45

論「語惡業道至後起及輕」，說不攝語業也。輕者，輪王、北洲、染心歌等，於無人處麁惡語等，及闕緣不成等。

On the text, "The unwholesome vocal courses of karma [...] posterior, and slight": This speaks of vocal karma that is not subsumed. "Slight" refers to the time of a cakravartin, the people of the Northern Continent, singing with an impassioned mind, harsh speech in an uninhabited place, or failing to constitute [a course of karma] due to incomplete conditions, and the like.
