論「煩惱有二至名煩惱障」，明煩惱障體。無問上、下，但數行者名煩惱障，令對治道無便生故。

On the Śāstra's statement, 'Defilements are of two kinds... are called defilement obstacles': This clarifies the essential nature of the defilement obstacle (kleśāvaraṇa). Regardless of whether they are superior or inferior, only those that are frequently active are called defilement obstacles, because they leave no opportunity for the path of counteraction to arise.
