17.25

論「有餘師說至勢力劣故」，敘異師說。無漏緣、他界緣、隨眠緣中不增，唯相應中增，由力劣故不能斷善。

On the Śāstra's stating: "Other masters say [...] because their force is weak", this recounts another master's position. Those that take the unconditioned (anāsrava) as object or take another realm as object do not increase among latencies as objects, but increase only when associated; because their force is weak, they cannot sever wholesome roots.
