17.26

論「如是說者至有強力故」，述正義。煩惱不定，有准因中增者亦得至上品，強力故。無漏緣、他界緣亦至上品能斷善根。

On the Śāstra's stating: "The correct explanation is [...] because they possess strong force", this sets forth the orthodox view. Defilements are not uniform; those that increase in accordance with causes can also reach the superior grade because they possess strong force. Those that take the unconditioned as object or another realm as object also reach the superior grade and can sever wholesome roots.
