The passage of the śāstra from "In Uttarakuru" up to "because there is no unwholesome intention" clarifies that the three mental unwholesome courses of action are only possessed and not currently active. To conceive of another's property as one's own is called the course of action of covetousness. Since they do not grasp anything as "mine", there is no covetousness. When body and mind are harsh and one desires to afflict and harm others, this is called malice. Since body and mind are pliant and there is nothing afflicting or harmful, there is no malice. Disbelieving in cause and effect and forming an unwholesome intention is called wrong view. Having no unwholesome intention, there is no wrong view. These three are abandoned through freedom from desire. Since Uttarakuru lacks freedom from desire, they are definitely possessed.
