論「不爾發業心方勝故」者，答外人也。若不發業，唯敬養心，心即劣也。
The Śāstra's "It is not so, because the mind that initiates action is superior": this answers the opponent. If one does not initiate action and merely has a mind of reverence and offering, that mind is inferior.
