「論曰至無感有能」，釋初句也。所以業離隨眠無感有能，以諸隨眠是有本故。
Regarding "The treatise says... up to... has no ability to bring about existence", this explains the first line. Karma, apart from anuśayas, has no ability to bring about existence because the anuśayas are the root of existence.
