論「謂自體上至能生煩惱」，答也。謂熏在自體，能生當果差別功能，名為種子。功能不同，名為差別。

Regarding the treatise from "It refers to the... on the personal continuum... capable of generating defilement", this is the answer. It means perfumed upon the personal continuum, a distinct capability capable of generating future results is called a seed. Because the capabilities are not identical, they are called 'distinctions'.
