19.91

論「毘婆沙者至名薩迦耶」，論主引有部釋也。有部不許緣無起慮，心、心所法必託有法為所緣故。經部宗說，許緣無法亦得生心。

On the text stating, "The Vaibhāṣikas... it is called satkāya": the author of the treatise cites the Sarvāstivādin explanation. The Sarvāstivādins do not accept that thought arises with non-existence as its object, because mind and mental factors must depend on an existent phenomenon as their cognitive object. The Sautrāntika school says that it is accepted that mind can also arise with non-existent phenomena as its object.
