20.9

論「應辨諸事至及離繫耶」，經部問也。若有過、未，即合是常。過、未若無，不可說繫及不繫也。

On the Śāstra's statement: "One should distinguish among these matters […] and dissociation from binding?": this is a question by the Sautrāntika. If past and future exist, they should be permanent. If past and future do not exist, one cannot speak of binding and non-binding.
