21.131

論「謂欲界繫至并前立故」，答也。斷欲修斷第九品時，立一遍知，名五下分結盡遍知。所以不名欲貪盡、名五下分結盡者，以爾時度界、得果集遍知故，集遍知法并前立故。

The treatise says: "Namely, those bound to the desire realm […] because they are established together with what precedes": this is the answer. When the ninth grade of what is abandoned through cultivation in the desire realm is abandoned, one comprehension is established, named the comprehension of the exhaustion of the five lower-binding fetters (pañca-avarabhāgīya-saṃyojana-kṣaya-parijñā). The reason it is not called the exhaustion of desire-greed, but named the exhaustion of the five lower-binding fetters, is that at that time one crosses over the realm, attains the fruit, and gathers the comprehensions; and the dharma of gathered comprehension is established together with what precedes.
