21.20

「論曰至防邏人故」，此敘第一釋也。此師意：以欲界名為下分，順益欲界故名順下分結。後二不令出，前三却令入，舉喻可知。

On the text from "The Śāstra says" to "like wardens and patrollers": this recounts the first explanation. This master's intention is: taking the desire realm as the lower division, because they facilitate and augment the desire realm they are called "fetters that accord with the lower division". The latter two do not let one depart, while the former three turn one back and make one enter; this can be known by considering the analogies.
