21.21

論「有餘師說至順下分名」，第二釋也。此師意說：下有二種，一下有情，謂諸異生；二下界，謂欲界。由前三故不超下有情，由後二故不超下界。

On the Śāstra's words, "Other masters say... the designation 'according with the lower division'": this is the second explanation. This master intends to state: there are two kinds of 'lower': first, lower sentient beings, namely ordinary worldlings; second, the lower realm, namely the desire realm. Due to the first three, one does not transcend lower sentient beings; due to the latter two, one does not transcend the lower realm.
