論「正法有情至微細法故」，第八明外道不能起也。獨覺及佛自能起，聲聞因說方能起也。微細法故，復無說故，外道不能而自起也。《正理論》云「外道無有，無說者故，彼不能覺微細法故。此與我執極相違故，彼我執有，故此念無。」

On the Śāstra's text, "Sentient beings of the true Dharma ... because it is an extremely subtle phenomenon," this eighthly clarifies that non-Buddhists (tīrthikas) cannot produce it. Pratyekabuddhas and Buddhas can produce it by themselves; śrāvakas can produce it only based on instruction. Because it is a subtle phenomenon, and furthermore because there is no one to explain it, non-Buddhists cannot produce it by themselves. The Nyāyānusāra states: "Non-Buddhists do not have it because there is no one to explain it, and because they are unable to discern such a subtle phenomenon. Because this is extremely contrary to the view of self, and they possess the view of self, this mindfulness is absent in them."
