[On the phrase] 'sentient beings of the true Dharma [...] because of [its being] a subtle phenomenon': this explains the verse's 'absent outside,' which is the door of internal and external. Only sentient beings of the true Dharma are capable of cultivating it; it does not exist among non-Buddhists because they have no teacher [of it], unless they are Buddhas or pratyekabuddhas, who, although not relying on teachings, are able to awaken on their own. Furthermore, because those non-Buddhists cannot awaken on their own to subtle phenomena, they are unable to generate it. Furthermore, the *Nyāyānusāra* says: 'Because this [practice] is completely opposed to the view of self, and they possess the view of self, this mindfulness is absent [among them].'
