23.106
論「殖順解脫分至如應無故」，明殖處也。天厭心劣、惡趣慧微、北洲二劣，故不能修。
On the Śāstra's statement: "Planting the factors conducive to liberation ... because they are absent as appropriate": this explains the places of planting. In the heavens, the mind of revulsion is weak; in the bad destinies, wisdom is minute; in Uttarakuru, both are weak; therefore they cannot cultivate them.
