24.65

論「即此已經至練根并退」，此釋經欲生及經上生，皆無練根及無退也。

The passage of the treatise starting with "Those very ones who have already undergone... refinement of faculties and retrogression" explains that for those who have undergone birth in the desire [realm] and those who have undergone birth above, none have refinement of faculties (indriyasaṃskāra) or retrogression (parihāṇi).
