論「即此樂苦至翻此名速」，釋遲速也。此依根立遲、速名也。此上遲、速之名，在道非人。

On the Śāstra's "These same pleasant and painful … the reverse is named swift": this explains sluggish and swift. This establishes the names sluggish and swift based on the faculties. These names of sluggish and swift above belong to the path, not the person.
