論「無學練根至如治有頂故」，明無學也。無間道故不修他心，行修故不修盡也。

The passage of the śāstra from “Refinement of faculties by a non-learner” up to “as it counteracts the peak of existence” explains the non-learner. Because it is an uninterrupted path, one does not cultivate [knowledge of] another's mind; because it is cultivation through activity, one does not cultivate [knowledge of] exhaustion.
