The Śāstra states: "Just as when born in the form realm... the divine eye sees without omission." This clarifies power and function. Just as when born in the form realm, the innately acquired divine eye sees obstructed forms and so forth. Relying on the *Vibhāṣā*, fascicle 186, which says: "Moreover, the divine eye in the left and in the right is necessarily identical in superior and inferior category. Question: For those whose eyes in this life cannot see forms, relying on what dharma do they induce the divine eye? Answer: For instance, someone obtains the innate mindfulness of birth: when in prior other lives their eye had previously seen forms, relying on this they induce the divine eye. The divine ear is also like this. Question: Those who have obtained the knowledge of recollection of past lives can also induce the divine eye and divine ear; why is this not mentioned here? Answer: What should have been said but was not said—one should know that this meaning is an omission. Some say: if one can induce both the divine eye for the congenitally blind and the divine ear for the congenitally deaf, it is stated here. The knowledge of recollection of past lives can only induce that type's divine eye, not the divine ear, which is why it is not stated. Why is that? Congenitally deaf persons lack the knowledge of recollection of past lives, because this knowledge must arise from instruction by another; thus it is not stated." It also says: "The *Dharmaskandha* states: Based on the eye-cause, there is a clear divine eye made of the great elements of a different realm of form manifest before one; by means of this divine eye, one is able to see all the distinctions of forms in front, behind, left, right, above, and below, because it cannot be obstructed by stone walls and the like. Question: Does this divine eye appear suddenly to all, seeing the realms of forms in the ten directions, or not? Some say it can see them; some say it cannot; however, facing toward one direction, it can see at will without needing to turn around, and therefore it is said to be able to see the ten directions."
