The Śāstra states: "Namely, in the desire realm and the not-yet-arrived... up to: can sever the various defilements." This explains the suppression of ill-will and so forth in the preparatory stage mentioned above. Namely, in the mind of hearing and reflection in the desire realm and in the not-yet-arrived absorption, one first cultivates the immeasurables as the preparatory practice for the path of abandoning to suppress ill-will and so forth, inducing the path of abandoning to arise to sever defilements such as ill-will, and only then do the fundamental four immeasurables arise. Stating that they can counteract the four obstacles is spoken in terms of the preparatory stage.
