29.93

論「判法正理唯在世尊及諸如來大聖弟子」者，唯是遮餘非佛世尊及大聖弟子。准此中意，商略《婆沙》，存其《六足》及本論也。毘婆沙師，非是世尊及大聖弟子故。《六足》、《發智》是大弟子之所造，故不商略。

On the treatise's statement, "Determining the correct principles of the Dharma rests solely with the World-Honoured One and the great noble disciples of the Tathāgatas": This solely excludes others who are not the Buddha, the World-Honoured One, and his great noble disciples. According to the meaning here, he deliberates upon the Vibhāṣā, but retains its Six Pādas and the root treatise. This is because the Vaibhāṣika masters were not the World-Honoured One and his great noble disciples. The Six Pādas and the Jñānaprasthāna were composed by great disciples, so he does not deliberate upon them.
