論「謂顯憂根至故越次說」，釋越次第。先說憂根定有異熟所以。一以唯有異熟、二以兼具二義，由此二故越次先說憂根定有異熟。

The treatise says: "That is, to show that the faculty of grief up to is therefore spoken out of order"—this explains why the faculty of grief is stated first, out of sequence, as definitely having vipāka. First, because it exclusively has vipāka; second, because it possesses both characteristics: due to these two reasons, it is spoken first, out of order, as definitely having vipāka.
