論「一切有情至謂一切有情」，此以一切有情無始已來必有無邊闕緣，不生法故。故引對法中云「誰成無漏法？謂一切有情者」，即是非擇滅也。

[On the passage in] the treatise, from "All sentient beings" to "meaning all sentient beings": This is because, from beginningless time, all sentient beings definitely have dharmas that do not arise due to the lack of conditions. Therefore, citing the Abhidharma: "Who possesses anāsrava dharmas? Namely, all sentient beings"—this refers precisely to apratisaṃkhyā-nirodha.
