On the text of the Treatise, "After dying from there... when its power is exhausted, they fall": This clarifies the place of subsequent retribution. When those non-Buddhists initially cultivate concentration, they must have a wholesome mind of the rūpāvacara realm, being weary of the suffering of saṃsāra and seeking a place of liberation. In seeking a master and teaching, they did not encounter the correct teaching, but rather met an erroneous master; hearing previously the erroneous teaching that spoke of the place of non-conception as nirvāṇa, they developed the attachment to views regarding higher [realms] (dṛṣṭiparāmarśa), grasping it as definitive deliverance; furthermore, they gave rise to attachment to precepts and vows (śīlavrataparāmarśa), positing a non-cause as a cause, grasping that the non-conception attainment can attain nirvāṇa. Thereupon they generated karma in the desire realm yielding subsequent retribution, which, according to its superiority or inferiority, leads to rebirth in the five different destinies. Seeking non-conception, they used the lower concentrations as preparatory practice (prayoga); the results of other concentrations, not being what was originally sought, do not attract effects. Furthermore, it is not definite karma; by the power of the non-conception attainment, they are born into the heaven of non-conception, and emerging from non-conception, they no longer enter concentration; when the causal force of the non-conception attainment is exhausted, they immediately fall into the desire realm, not being born into the higher realms, because they lack the power of concentration.
