5.28

論「若諸有情至生天之業」，第二釋也。此明生處法爾相繫。《婆沙》一百五十四云「有說：若造無想順次生受業者，法爾亦造欲界順後受業。」又云「問：定生何處？答：有說生地獄，有說生惡趣。如是說者，定生欲界，處所不定，或生惡趣、或天、或人。」

On the text of the Treatise, "If sentient beings... karma for being born in the heavens": This is the second explanation. This clarifies that the places of birth are naturally interconnected. Fascicle 154 of the Vibhāṣā says: "Some say: 'If one creates karma to be experienced in the immediately following existence of non-conception, one naturally also creates karma to be experienced in subsequent existences in the desire realm.'" It also says: "Question: Where are they definitely born? Answer: Some say they are born in the hells; some say they are born in the bad destinies. The verdict says: they are definitely born in the desire realm, but the location is indefinite; they may be born in the bad destinies, among gods, or among humans."
