論「非先有擇至方有不生」，論主答也。隨眠不生，非由擇有，先來自有，非新有不生。

[When] the treatise [states]: "It is not that having deliberation first ... only then is there non-arising," the author of the treatise replies: "The non-arising of latent defilements does not exist on account of deliberation; it has been inherently so from the beginning, not newly existing as non-arising."
