論「若無簡擇至非造不生」，論主為經部釋。隨眠種子不生義，本來自有。若為生障不生義顯，非造不生。道但為生障，非造不生也。

[When] the treatise [states]: "If there were no deliberation ... it does not produce non-arising," the author of the treatise explains on behalf of the Sautrāntika: "The principle of the non-arising of the seeds of latent defilements has been inherently so from the beginning. If it serves as an obstacle to arising, the principle of non-arising is made manifest; it does not produce non-arising. The path merely serves as an obstacle to arising; it does not produce non-arising."
