論「即由無障至如應當思」，答也。答中有二：一以無障釋、二以有用釋。以無障通與一切為能作因故，名為增上。有用增上，如文可解。

On the Śāstra's statement, "It is precisely through non-obstruction… should be considered accordingly": This is the answer. Within the answer there are two points: first, explaining by non-obstruction; second, explaining by possessing efficacy. Because non-obstruction universally serves as the efficient cause for all things, it is called dominant. Dominance through possessing efficacy can be understood from the text.
