8.86

論「一分天者至除劫初起」，人趣全故，不須別釋。天一分言，事難了故，所以別釋。「初靜慮中除劫初」者，以彼同起戒取相故。

The commentary states: "A portion of the gods... excluding those arising at the beginning of the kalpa." Because the human destiny is fully included, it does not require a separate explanation. Since the term "a portion of the gods" refers to an obscure matter, it is separately explained. "In the first dhyāna, excluding those at the beginning of the kalpa" is because they collectively give rise to the notion of attachment to precepts and vows.
