論「如餘處說至可有諸行」，別釋決定相也。就中有四，此即初明也。此明十二支各各相屬相待決定。

The treatise says: "As said elsewhere: [Depending on ignorance, formations arise] to [can there be formations]." This specifically explains the characteristic of determination. Within this there are four points; this is the first point clarified. This clarifies that each of the twelve links is determinately connected to and dependent upon one another.
