"The treatise says: [...] and is obtained from subsequent [actions]." This explains the first clause. It means that the prātimokṣa restraint is obtained from all primary, preliminary, and subsequent bases, which are the preliminary, primary, and subsequent [stages] of killing and so forth. Master Tai takes the preliminaries of paying homage to the Saṅgha and so forth, and the subsequent [actions] of confessing grave offenses and so forth. This is likely incorrect. The *Vibhāṣā*, fascicle 120, says: "The prātimokṣa precept is obtained generally from the paths of action, preliminaries, and subsequent actions." This clarifies the bases that engender the precepts. It is only after the precepts have already been engendered that one confesses grave offenses and so forth; how could subsequent actions be the basis that engenders the precepts? Taking the preliminary, primary, and subsequent stages of killing and so forth is superior, because the precepts guard against these three positions.
