Regarding the treatise's statement, "As for their distinct characteristics ... and cultivates and produces it again later": This is the second [section], explaining their distinct characteristics. Fascicle 152 of the Vibhāṣā says: "Question: For what reason, when born in the form realm, can one initially produce the dhyānas and the formless [attainments], but not the cessation attainment? Answer: The dhyānas are initially produced by virtue of three conditions: first, the power of the cause; second, the power of karma; third, the power of dharmatā. The formless [attainments] are initially produced by virtue of two conditions: first, the power of the cause; second, the power of karma. The cessation attainment is initially produced by virtue of only one condition, namely the power of the teaching. It can arise into manifest presence only in the desire realm because the Buddha's teaching exists there. It is not due to the power of the cause, because the cessation attainment was never produced in other lives. It is not due to the power of karma, because this attainment is not karmic in nature. It is not due to the power of dharmatā, because there is no destruction of the world in the formless realm." The Nyāyānusāra says: "The initial arising of the cessation attainment is only among humans, because there are those who teach and explain it, and because there is the power of vigorous prayoga."
